Abstract
INDONESIA
Perkembangan zaman membawa efek positif dan negatif. Salah satu bentuk efek negatif perkembangan zaman adalah masuknya budaya asing yang berpotensi menyebabkan perubahan gaya hidup dan mengurangi pemahaman generasi muda terhadap budaya dan nilai kearifan lokal. Sekolah sebagai tempat belajar dan membangun karakter bertanggungjawab untuk membantu menguatkan pemahaman dan menumbuhkan rasa cinta generasi muda terhadap budaya dan kearifan lokal. Penelitian ini bertujuan untuk menganalisis secara kualitatif program penguatan budaya dan nilai kearifan lokal melayu mentok di SD Negeri 13 Mentok menggunakan kerangka teori Total Quality Management dan siklus PDCA (Plan-Do-Check-Act). Penelitian dilakukan secara kualitatif selama bulan Mei-Agustus 2025. Teknik pengumpulan data yaitu wawancara, observasi, dan dokumentasi. Data dianalisis dengan metode triangulasi. Hasil penelitian menunjukkan perencanaan program penguatan budaya Melayu Mentok dilakukan melalui rapat bersama penyusunan Rencana Kerja Tahunan (RKT) dan Rencana Kegiatan dan Anggaran Sekolah (RKAS). Pelaksanaan program dilakukan dengan mengintegrasikan budaya Melayu Mentok ke dalam kurikulum dan kegiatan pembelajaran seperti projek nganggung, bepantun, atau kunjungan ke wisata budaya. Penguatan program juga dilakukan melalui kegiatan Selasa Adab dan ekstrakulikuler. Evaluasi dilaksanakan melalui rapat bulanan, dan seminar dengan narasumber untuk meningkatkan pemahaman dan keterampilan budaya seluruh warga sekolah. Bentuk tindak lanjut dilakukan melalui perbaikan pelaksanaan program, dan penambahan jumlah ekstrakulikuler seperti tari dan musik. Seluruh proses perencanaan, implementasi, evaluasi, dan tindak lanjut dilaksanakan dengan melibatkan seluruh warga sekolah. Temuan penelitian ini menunjukkan program penguatan budaya dan nilai kearifan lokal di SD Negeri 13 Mentok telah dilaksanakan secara efektif sesuai siklus PDCA. Penelitian juga menemukan bahwa implementasi penguatan nilai-nilai kearifan lokal budaya Melayu Mentok dalam kegiatan pembelajaran mendorong motivasi dan antusiasme belajar, serta terjadi perubahan pada karakter peserta didik.

The development of the modern era brings both positive and negative impacts. One negative consequence is the influx of foreign cultures, which may lead to lifestyle shifts and reduce the younger generation’s understanding of local culture and wisdom. Schools, as institutions for education and character formation, hold the responsibility to reinforce understanding and foster appreciation of local cultural values among students. This study aims to qualitatively analyze the program for strengthening Mentok Malay cultural and local wisdom values at Public Elementary School 13 Mentok, using the theoretical framework of Total Quality Management and the PDCA (Plan-Do-Check-Act) cycle. The research was conducted from May to August 2025 through interviews, observations, and documentation. The data were analyzed using a triangulation approach. The results indicate that program planning was carried out through collaborative meetings for the preparation of the Annual Work Plan (RKT) and the School Activity and Budget Plan (RKAS). Implementation involved integrating Mentok Malay culture into the curriculum and classroom activities, including the nganggung communal meal tradition, bepantun poetry performance, and visits to cultural heritage sites. Reinforcement efforts were conducted through Tuesday Adab activities and extracurricular programs. Evaluation was carried out through monthly meetings and seminars with experts to enhance cultural knowledge and skills among school members. Follow-up actions included improving implementation strategies and expanding extracurricular options, such as traditional dance and music. All stages of planning, implementation, evaluation, and follow-up involved active participation from the entire school community. The findings demonstrate that the cultural and local wisdom strengthening program at Public Elementary School 13 Mentok has been effectively implemented following the PDCA cycle. The program’s integration into learning activities has contributed to increased student motivation, enthusiasm, and positive character development.
