Abstract
INDONESIA:
Penelitian ini dilatarbelakangi oleh pentingnya pendidikan karakter religius di era globalisasi saat ini. Fokus penelitian ini menganalisis implementasi program MUHASAPAI dalam mengembangkan karakter religius peserta didik di SDIT Bina Insan Cendikia Mentok dan SDN 21 Mentok dengan menggunakan model implementasi kebijakan Charles O. Jones yang terdiri dari tiga tahap yaitu interpretasi, organisasi dan aplikasi.
Penelitian ini bertujuan untuk 1) Menganalisis interpretasi program MUHASAPAI di SDIT Bina Insan Cendikia Mentok dan SDN 21 Mentok dalam mengembangkan karakter religius peserta didik, 2) Menganalisis struktur organisasi di SDIT Bina Insan Cendikia Mentok dan SDN 21 Mentok dalam melaksanakan program MUHASAPAI untuk mengembangkan karakter religius peserta didik, 3) Menganalisis keunggulan penerapan program MUHASAPAI dalam mengembangkan karakter religius peserta didik di SDIT Bina Insan Cendikia Mentok dan SDN 21 Mentok. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi, dengan informan terdiri dari kepala sekolah, bendahara, guru pendidikan agama Islam, guru kelas 4, 5 dan 6 serta peserta didik yang mengikuti program MUHASAPAI di SDIT Bina Insan Cendikia Mentok dan SDN 21 Mentok. Analisis data dilakukan dengan teknik reduksi data, penyajian data, dan penarikan kesimpulan.
Hasil penelitian menunjukkan bahwa pada tahap interpretasi, SDIT Bina Insan Cendikia Mentok lebih mendalam karena program ini dipandang sebagai bagian dari kurikulum yang sejalan dengan visi dan misi sekolah serta identitas sekolah yang berbasis Islam. Sebaliknya, SDN 21 Mentok menginterpretasikan program ini sebagai kegiatan yang membutuhkan perencanaan khusus. Pada tahap organisasi, pelaksanaan program Musabaqah Anak Soleh dan Solehah Pendidikan Agama Islam (MUHASAPAI) di SDIT Bina Insan Cendikia Mentok sudah terintegrasi ke dalam kurikulum sekolah melalui kegiatan pembelajaran, pembiasaan dan kelas takhassus tahfiz Qur’an. Sementara itu, SDN 21 Mentok membentuk tim panitia khusus untuk mengelola program Musabaqah Anak Soleh dan Solehah Pendidikan Agama Islam (MUHASAPAI). Sedangkan penerapan program MUHASAPAI pada kedua sekolah menunjukkan struktural dan manajerial yang berbeda, SDIT Bina Insan Cendikia Mentok mengandalkan integrasi total ke dalam kurikulum dan sumber daya yang sudah ada, sedangkan SDN 21 Mentok melalui formalisasi struktural dengan membentuk struktur organisasi pelaksana khusus yang jelas terpusat, dan terstruktur, yang secara konseptual.

This study is motivated by the importance of religious character education in today's globalized era. The focus of this research is to analyze the implementation of the MUHASAPAI program in developing the religious character of students at SDIT Bina Insan Cendikia Mentok and SDN 21 Mentok using Charles O. Jones' policy implementation model, which consists of three stages: interpretation, organization, and application.
This study aims to 1) analyze the interpretation of the MUHASAPAI program at SDIT Bina Insan Cendikia Mentok and SDN 21 Mentok in developing the religious character of students, 2) analyze the organizational structure at SDIT Bina Insan Cendikia Mentok and SDN 21 Mentok in implementing the MUHASAPAI program to develop the religious character of students, 3) Analyzing the advantages of implementing the MUHASAPAI program in developing the religious character of students at SDIT Bina Insan Cendikia Mentok and SDN 21 Mentok.. This study uses a qualitative approach with a case study method. Data collection techniques were carried out through observation, interviews, and documentation, with informants consisting of the principal, treasurer, Islamic education teachers, 4th, 5th, and 6th grade teachers, and students participating in the MUHASAPAI program at SDIT Bina Insan Cendikia Mentok and SDN 21 Mentok. Data analysis was carried out using data reduction, data presentation, and conclusion drawing techniques.
The results of the study show that at the interpretation stage, SDIT Bina Insan Cendikia Mentok is more in-depth because this program is seen as part of the curriculum that is in line with the school's vision and mission as well as its Islamic-based identity. Conversely, SDN 21 Mentok interprets this program as an activity that requires special planning. At the organizational stage, the implementation of the Musabaqah Anak Soleh dan Solehah Pendidikan Agama Islam (MUHASAPAI) program at SDIT Bina Insan Cendikia Mentok has been integrated into the school curriculum through learning activities, habituation, and takhassus tahfiz Qur'an classes. Meanwhile, the implementation of the MUHASAPAI program in both schools showed different structural and managerial approaches. SDIT Bina Insan Cendikia Mentok relied on total integration into the existing curriculum and resources, while SDN 21 Mentok went through structural formalization by forming a clear, centralized, and structured special implementing organizational structure, which was conceptual.
