Abstract

INDONESIA :
Fenomena perilaku bullying di lingkungan pendidikan dasar menjadi permasalahan serius yang berdampak pada kondisi psikologis, sosial, dan akademik peserta didik. Sekolah sebagai lembaga pendidikan memiliki peran strategis dalam membentuk karakter serta menciptakan lingkungan belajar yang aman dan kondusif. Namun, implementasi budaya sekolah yang berorientasi pada pembentukan karakter belum sepenuhnya optimal dalam menekan perilaku bullying. Oleh karena itu, penelitian ini bertujuan untuk menganalisis bentuk dan karakteristik budaya sekolah berbasis karakter serta mengidentifikasi faktor pendukung dan penghambat dalam penerapannya sebagai upaya menghapus perilaku bullying di sekolah dasar.

Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Lokasi penelitian dilaksanakan di SD Negeri 23 Pangkalpinang. Data dikumpulkan melalui observasi, wawancara mendalam, dan dokumentasi. Analisis data dilakukan secara deskriptif kualitatif melalui tahapan reduksi data, penyajian data, serta penarikan kesimpulan dengan menggunakan teknik triangulasi untuk menjamin keabsahan data.

Hasil penelitian menunjukkan bahwa bentuk bullying yang paling dominan terjadi adalah bullying verbal dan sosial, seperti mengejek, memberi julukan negatif, serta pengucilan dalam pergaulan. Dalam upaya pencegahan, sekolah telah menerapkan transformasi budaya sekolah berbasis karakter melalui berbagai program, seperti pembiasaan nilai disiplin, tanggung jawab, empati, kegiatan keagamaan, keteladanan guru, serta penguatan peran bimbingan dan konseling. Budaya sekolah yang dikembangkan berorientasi pada nilai religius, integritas, kerja sama, dan saling menghargai. Implementasi tersebut memberikan dampak positif terhadap peningkatan kesadaran moral, sikap empati, serta penurunan perilaku bullying di kalangan siswa. Namun demikian, masih terdapat beberapa kendala, seperti perbedaan karakter siswa, kurangnya kesadaran sebagian peserta didik, serta keterbatasan konsistensi dalam penerapan nilai-nilai karakter di lingkungan sekolah dan keluarga.

ENGLISH
The phenomenon of bullying behavior in elementary school environments has become a serious issue affecting students’ psychological, social, and academic conditions. Schools, as educational institutions, play a strategic role in shaping character and creating a safe and conducive learning environment. However, the implementation of school culture oriented toward character building has not been fully optimal in reducing bullying behavior. Therefore, this study aims to analyze the forms and characteristics of character-based school culture and to identify the supporting and inhibiting factors in its implementation as an effort to eliminate bullying behavior in elementary schools.

This research employs a qualitative approach with a descriptive research design. The study was conducted at SD Negeri 23 Pangkalpinang. Data were collected through observation, in-depth interviews, and documentation. Data analysis was carried out using descriptive qualitative techniques through data reduction, data display, and conclusion drawing, while data validity was ensured through triangulation techniques.

The results show that the most dominant forms of bullying are verbal and social bullying, such as mocking, giving negative nicknames, and social exclusion. In preventing bullying, the school has implemented a transformation of character-based school culture through various programs, including habituation of discipline, responsibility, empathy, religious activities, teacher role modeling, and strengthening guidance and counseling services. The developed school culture emphasizes values such as religiosity, integrity, cooperation, and mutual respect. This implementation has a positive impact on increasing moral awareness, empathy, and reducing bullying behavior among students. However, several obstacles remain, including differences in students’ characteristics, lack of awareness among some students, and inconsistency in applying character values within both school and family environments.
