Efektivitas penggunaan dana prodeo merupakan salah satu bentuk layanan bantuan hukum yang diberikan kepada masyrakat kurang mampu agar mewujudkan asas persamaan di hadapan hukum dan memperluas akses terhadap keadilan. Dana prodeo menjadi instrumen dalam membantu masyarakat yang memiliki keterbatasan ekonomi agar data mengajukan perkara di Pengadilan tanpa dibebani biaya perkara. Pengadilan Agama Sungailiat sebagai lembaga peradilan di bawah Mahkamah Agung turut melaksanakan program tersebut bagi masyarakat pencari keadilan di wilayah hukumnya. Namun, dalam pelaksanaanya masih ditemukan faktor yang mempengaruhi efektivitas penggunaan dana prodeo seperti prosedur, pemanfaatan, juga keterbatasan anggaran.

Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data dilakukan melalui observasi, wawancara dan dokumentasi. Informan penelitian yakni hakim, panitera, PTSP, dan kesekretariatan Pengadilan Agama Sungailiat. Selain itu data juga diperoleh dari kajian pustaka yaitu buku, jurnal, peraturan perundang-undangan dan dokumen resmi lainnya.

Hasil penelitian menunjukkan bahwa prosedur pengajuan dana prodeo di Pengadilan Agama Sungailiat telah berjalan secara terstruktur dan sesuai dengan ketentuan hukum acara peradilan agama dan regulasi yang berlaku. Proses pengajuan dimulai dari pemenuhan persyaratan administratif berupa SKTM, kemudian diverifikasi oleh PTSP, panitera, sekretaris dan ditetapkan oleh ketua Pengadilan. Pelaksanaan dana prodeo secara umum telah berjalan efektif karena mampu membantu masyarakat kurang mampu memperoleh akses keadilan serta menjamin perlakuan yang setara antara pihak prodeo dan non prodeo dalam proses persidangan. Namun belum sepenuhnya optimal dikarenakan masih terdapat hambatan berupa keterbatasan anggaran, rendahnya pemanfaatan layanan oleh masyarakat serta faktor geografis wilayah yang cukup luas.

The effectiveness of utilizing prodfunds—a form of legal aid provided to the underprivileged—is crucial for upholding the principle of equality before the law and expanding access to justice. These funds serve as an instrument to assist economically disadvantaged individuals in filing cases in court without the burden of litigation costs. As a judicial institution under the Supreme Court, the Sungailiat Religious Court implements this program for justice seekers within its jurisdiction. However, implementation is influenced by factors affecting the effectiveness of prodeo fund utilization, such as procedures, the extent of utilization, and budget constraints.

This study employs a qualitative method with a descriptive approach. Data collection techniques included observation, interviews, and documentation. Research informants consisted of judges, court clerks, One-Stop Integrated Service (PTSP) staff, and the secretariat of the Sungailiat Religious Court. Additionally, data were obtained through a literature review comprising books, journals, legislation, and other official documents.

The research results indicate that the procedure for applying for prodeo funds at the Sungailiat Religious Court is structured and complies with the procedural laws of religious courts and applicable regulations. The application process begins with fulfilling administrative requirements—specifically the Certificate of Incapacity (SKTM)—followed by verification by PTSP staff, the court clerk, and the secretary, and final approval by the Head of the Court. Overall, the implementation of prodeo funds has been effective, as it enables underprivileged individuals to access justice and ensures equal treatment between prodeo and non-prodeo litigants during court proceedings. However, the implementation is not yet fully optimal due to obstacles such as budget limitations, low public utilization of the service, and the geographical challenges posed by the extensive jurisdiction area.
